State's Per-Pupil Funding Inches Up California ranks 38th in per-pupil funding, according to Education Week's Quality Counts 2020 report, based on 2017 data (the most recent available) adjusted for regional cost-of-living differences. That is $2,434 below the national average, and far below what the top 10 states spend. Nevertheless, it's a gain over the previous year 's ranking of 39, and the best ranking for the Golden State in 10 years. New figures will be available this summer.
