These schools were in communities serving our most at-risk youth—where the students were predominantly English learners and overwhelmingly poor. Unfortunately, in a time when politicans seemed to care more about test scores than the test takers, these students were the children being left behind. So CTA educators partnered with then state Senator Tom Torlakson to provide real growth opportunities for these students. The Quality Education Investment Act of 2006 was the largest teacher-led school improvement and research effort of its kind, and on June 30 it is officially coming to an end. But the lessons we've gleaned from this unprecedented effort can help to shape the learning environment for students across the country.
