TAKING A STAND Budget update: New state shortfalls increase importance of CTA-backed tax initiative CALIFORNIA'S REVENUES appear to be running as much as $3 billion below the estimates used in finalizing the 2011-12 state budget, placing even more importance on voters passing Gov. Jerry Brown's tax initiative in November.
