help avoid some of the deepest cuts. They conceded that the infusion of federal funds would represent only a short-term fix to a long-term problem. The challenge facing the Legislature is exacerbated by the fact that Republican state lawmakers have remained adamantly opposed to closing loopholes and raising new revenues. Republican state legislators have even balked at supporting the limited tax increases Gov. Schwarzenegger has proposed. In January, CTA launched a statewide ra- dio campaign spotlighting lawmakers’ fail- ure to act as California slides further to the bottom of the nation in funding for public education. The spots aired on 70 radio sta- tions statewide, including Spanish and Asian-language stations. In an environment where schools and the families of students have already been economically devastated, the governor’s newest proposals are particularly onerous. Worse yet, they come at a time, as Education Week reported, that California has fallen to a dismal 47th place in terms of its fiscal sup- port for schools. Under the state constitution, the Legisla- ture has until June 15 to send the governor a balanced budget proposal for the 2009-10 fiscal year. The governor has until June 30 to sign the measure into law for the fiscal year that begins on July 1. In recent years, those deadlines have rarely been met. Lawmakers are reportedly working on an 18-month budget solution that could result in an early approval of the 2009-10 spending plan, too.
