The Keys to Quality Education While in contract negotiations in May the San Joaquin County Educators Assn., in conjunction with CSEA Local 755 (which represents instructional assistants), returned more than 200 teacher appreciation key chains distributed by the San Joaquin County Office of Education. SJCEA leaders said that "true appreciation is shown by listening to, respecting and acting upon the professional judgments and needs of the educators SJCOE employs, not by gifting trinkets.
