Literacy Screening • Provides $25 million in one-time Prop. 98 funding for local educational agencies to provide training for educators in administering the required literacy screenings for K–2 students beginning in 2025–26. Basic Skills Requirement • Replaces the basic skills requirement with a bachelor 's degree and streamlines subject matter completion review for teacher credentials. School Nutrition • Maintains the commitment to universal school meals by providing an increase of $120.8 million in one-time and $179.4 million in ongoing Prop. 98 funding to provide two free meals daily for all students. Discriminatory Instructional Materials/ Curriculum • The budget prohibits local educational agencies from adopting or approving the use of instructional materials or curriculum that subject students to unlawful discrimination and imposes fiscal penalties on local educational agencies that are found in violation. Community Schools • The budget agreement maintains existing funding for the Community Schools Partnership Program. Early Childhood Education Transitional Kindergarten (TK) • Maintains the commitment to expand TK , with full implementation of Universal TK in 2025–26. California Community Colleges Student- Centered Funding Formula (SCFF) • Includes $100.2 million in ongoing Prop. 98 funding for a 1.07% cost-of-living adjustment (COLA) for the SCFF.
